How are they built?

A major 7 plus the 9th: root, 3rd, 5th, 7, 9. The top three notes alone (5-7-9) form a minor triad — a chord living inside the chord.

What is their job in a progression?

A tonic color chord: Imaj9 or IVmaj9 wherever maj7 already works but the arrangement wants extra shimmer. Function unchanged, atmosphere doubled.
